Ummmmmmmm no. I have been through this CAW RB process. It was a sham. (in my case).
Good luck, if you have to use it. It's worse than the Board.

This review process appears to be somewhat ndependant not? How could it not work to some degree? Obviously nothing is perfect, was there, is there - any value gained? What purpose does it serve otherwise?
